Conditions or Reasons:

Insufficient information has been provided to demonstrate that the proposed loss of the existing employment use would not have an adverse impact on the local economy. The proposal is therefore contrary to Policy EC4 of the Basingstoke and Deane Borough Local Plan 1996 -2011.
2)
In the absence of any completed S106 agreement, or in the absence of any justification in the absence of such a agreement, the proposal fails to make adequate contributions towards community facilities and open space. The proposal therefore fails to accord with Policies C1 and C9 of the Basingstoke and Deane Borough Local Plan 1996-2011.
