Conditions or Reasons:

As a result of its unsatisfactory design, size and scale the proposed extension would fail to respect the host dwelling creating a disproportionately large extension with a large expanse of flat roof. As such the proposal would be contrary to Planning Policy Statement 1 Delivering Sustainable Development, Policy E1 of the Basingstoke and Deane Borough Local Plan 1996 -2011, Appendix 13 of the Councils Design and Sustainability Supplementary Planning Document titled ' Extending Your Home and Replacement Dwellings' and The Whitchurch Design Statement.

In the absence of the submission of a Flood Risk Assessment the flood risk issues of the site, which lies within Flood Zone 3, have not been adequately addressed and the proposal fails to accord with Planning Policy Statement 25: Development and Flood Risk.
