Conditions or Reasons:

As a result of its poor design, size and scale the proposed extension would fail to respect the host dwelling creating an incongruous extension with a large expanse of flat roof. While the existing extensions on the dwelling fails to respect the dwelling as a result of their poor design, poor use of materials, depth and flat roof, the proposed extension would further exacerbate the situation by increasing the size of the flat roof element making it deeper, wider, bulkier and disproportionate to the scale and appearance of the dwelling. As such the proposal would be contrary to Planning Policy Statement 1 Delivering Sustainable Development, Policy E1 of the Basingstoke and Deane Borough Local Plan 1996 -2011, Appendix 13 of the Councils Design and Sustainability Supplementary Planning Document titled ' Extending Your Home and Replacement Dwellings' and The Whitchurch Design Statement.

The Flood Risk Assessment (FRA) submitted with the application is considered to be insufficient in that it does not provide any information in relation to flood proofing/resilience techniques. As such the proposed FRA is inadequate and the flood risk issues have not been adequately addressed and the proposal therefore fails to accord with Planning Policy Statement 25: Development and Flood Risk.
